Lieutenant General (LTG) John B. Sylvester’s last active duty position was Chief of Staff, Headquarters, United States European Command, Stuttgart, Germany. He assumed that duty on 4 November 2002 after relinquishing his position as Commanding General of all US, NATO and Coalition Forces in the Balkans. LTG Sylvester has been awarded the Defense and Army Distinguished Service Medals, and both the Silver Star and Bronze Star awards for Valor in combat with 6 combat tours in service to the Nation. He retired on 1 October 2004 after almost 37 years of active military service with 11 years serving as a flag/general officer. 

Since retirement from active military service, Lieutenant General Sylvester has been employed in several senior executive positions within the  defense, security, training and operational support related corporations and entities. From 2004 to 2010 he served as a Senior Vice President in MPRI a Division of L3. While with MPRI, he served as the Chairman of the Board and provided strategic and operational oversight to two different Joint Venture companies. 

The first of the JV company was Civilian Police International, LLC (CPI). CPI was created in response to a successful bid to administer a Department of State, International Narcotics and Law Enforcement (DOS, INL) contract requiring the provision of law enforcement and rule of law professionals for overseas assignment in support of US diplomatic and security missions. The company recruited, vetted, trained, deployed and sustained individuals for worldwide support of DOS INL programs. During this period the company and LTG Sylvester were actively involved in operations in Kosovo, Jordan, Iraq and Afghanistan. 

The second company for which LTG Sylvester provided direct leadership was Forfeiture Support Associates LLC, (FSA) which was created in response to two successive awards to execute a Department of Justice (DOJ) program to recruit, vet, train, deploy and sustain various professional and administrative manpower requirements to execute asset forfeiture and seizure operations on behalf of the DOJ and 13 different federal law enforcement programs. The company employees were active in 49 states and two territories of the United States.
In support of MPRI, LTG Sylvester was also active in the initiation, creation and early execution of the Law Enforcement Professionals program in support of the Department of Defense and Joint Improvised Explosive Device Organization. This program successfully reduced the impact and effect of Improvised Explosive Device usage in both Iraq and Afghanistan through embedding senior law enforcement professionals in operational units involved in combat operations in both war zones. 

Since departing MPRI in 2010, LTG Sylvester has been active in providing various consulting and mentoring services to several commercial ventures in support of federal, state and regional government agencies as well as the private commercial sector. 

He is currently active with Applied Training Solutions LLC (ATS), a Virginia based company which provides unique planning, training and operational support tools to multiple level Government, Academic and Commercial enterprises; Loquitius LLC, a Texas based company which offers very unique intelligence and operational support to domestic and international Federal and State level Government; and JS Steele Enterprises LLC, a SDVOSB Texas based company which offers specialized assessments, analysis, support and training focused on mitigating against “active shooter” scenarios. 

LTG Sylvester has served on the Board of Directors for QuickSet/Moog and currently serves on the Board of Directors of Siemens Government Technologies, the Board of Directors of the Wounded Warriors Family Support organization, and the Board of Directors of the Warriors Afield Legacy Foundation. His is currently the Chairman of the Board of the National Armor and Cavalry Heritage Foundation. 

LTG Sylvester, an Aggie and member of the Class of ’67, resides in College Station, Texas with his wife of 47 years and spends as much time as possible with his daughter, her husband and his two grandsons.
